The Hazardous Waste Technician will perform services in support of HW management and in compliance with the Hazardous Materials Transportation Act (HMTA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA); 49 Code of Federal Regulations, Department of Transportation; other applicable federal (including 40 CFR Part 260-266, 268, 270, 273, and 279), state, and local laws and regulations; related DoD and AF directives (including Air Force Manual [AFMAN] 32-7002, Environmental Compliance and Pollution Prevention, and guidance included in the Hazardous Waste Playbook); and the installation-level Hazardous Waste Management Plan (HWMP).
Responsibilities
- Management/accomplishment of waste turn-in and collection at the 90-day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility HWSF.
- Provides HW container tracking in EESOH-MIS database and general HW operations.
- Conducts facility inspections (daily); container inspections (at least weekly); equipment testing (at least monthly).
- Ensures waste is segregated and kept physically separate from any other items.
- Appropriately marks, labels, dates and tracks waste containers.
- Prepares HW containers for shipment and coordinates with transport/disposal contractors for turn-in and pick-up of HW and HW services.
- Collects waste samples for laboratory analysis
- Interprets laboratory analysis for waste characterization
- Documents all waste characterizations, process descriptions, and develops HW profiles.
- Provides management of the Central Accumulation Sites (CAS).
- Maintains, reviews, and tracks disposal manifests, Land Disposal Restriction Certifications, Certificates of Destruction, and other shipment documents.
- Ensures receipt of returned signed manifest within 45 calendar days of shipment date.
- Prepares a quarterly HAZWASTE Report that details trend analysis and composition of waste stream, waste generators, and quantities of waste generated
- Performs Base-specific HW training to all Base personnel handling hazardous waste to ensure compliance with AFMAN 32-7002.
- Supports development and monitoring of programs to effectively manage other non-RCRA state regulated waste streams.
- Conducts industrial recycling activities to maximize RCRA authorized exclusions, variances, or exemptions to reduce waste generation.
- Coordinates Red Rag exchange program with shops to exchange used rags in order to receive fresh rags.
- Tracks industrial recycling activities for monthly reporting.
- Generates reports to provide data supporting government submission for the Large Quantity Generator (LQG) Quarterly Report, SQG Questionnaire or Biennial Report. required by the State regulator.
- Tracks all HW containers in EESOH-MIS from time of generation until they reach the ultimate disposal facility.
- Submits weekly list of containers awaiting shipment that have exceeded 45 days of accumulation time.
- Provides monthly report inputs summarizing monthly activities.
- Completes ands maintains introductory and re-occuring required training.

Qualifications
- High school diploma or a GED.
- Minimum two (2) years experience in hazardous material/waste management
- Military Hazmat/Hazardous Waste experience preferred.
- Possess a valid Drivers License
- Experience management of Hazardous Waste in DoD hazardous waste operations.
Knowledge, Skills and Abilities:
- A solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is highly desirable.
- Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
- Demonstrate knowledge of container tracking and/or relational databases.
- Solid knowledge of Microsoft software products is required to include Excel and Access.
- Have a specific awareness of data quality related to databases and report generation.
- Ability to obtain forklift certification where required.
- Ability to safely move and load extremely heavy drums and containers, in excess of 400 pounds, with provided material handling equipment.
- Ability to pass background check.
- Ability to obtain NACI/CAC.
