Job Title : Request for Consideration – Supervisor, Leave Management Section
Dept/Div: MTA Police Department / Office of the Chief of Administration
Supervisor: Commanding Officer , Professional Standards
Location: To be determined
Hours: Four (4) tours of Ten Hours and Sixteen Minutes (10:16) Three (3) consecutive rest days
Summary:
The Department is seeking applications from qualified Sergeants or Lieutenants who are interested in being considered for the assignment of Supervisor, Leave Management Section.
Responsibilities:
The Leave Management Section Supervisor will function as the liaison between the MTA Police, the Office of Health Services (OHS) , and NYCT Workers’ Compensation Unit. In addition, he/she will communicate regularly with Human Resources, Legal, Labor Relations, Pensions, and Risk Management Departments, as well as District Commanders. The Leave Management Supervisor will also function as the direct liaison between the Department and members of the service who are active-duty military members or have retired from the military. The Leave Management Section Supervisor will report directly to the Commanding Officer of Professional Standards.
Responsibilities include, but are not limited to, the following:
Serve as the Medical Control Officer for the department.
Responsible for case management and arranging monthly case management meetings with Commanding Officer of Professional Standards.
Responsible for maintaining sick files and ensuring the confidentiality of such files.
Schedule medical appointments as needed at OHS, ensure the member’s attendance at both OHS and Workers’ Compensation appointments, and take necessary disciplinary action when appropriate.
Ensure personnel health service forms are submitted in a timely manner and prepared correctly with all required information.
Maintain a list of all members who are Doctor Certified and Chronic Sick who are on the chronic holiday sick list.
Review all service-related injury reports for accuracy. Communicate with the member or supervisor when corrections or additional information is required.
Maintain a list of members who are on restricted/modified duty and of those members who have had their firearms removed for medical reasons.
Serve as military liaison officer for the department by maintaining lines of communications among a deployed member of the service, their families, and the department.
Receive, inspect, and maintain all military activation orders from members and coordinate their leave with respective Commanding Officers.
Conduct military return interview and conduct assessment of a member’s needs for reintegration to police work within the MTAPD.
Maintain a database of all active-duty military members as well as veterans employed by the MTAPD.
Ensure department and military members are adhering to the Uniformed Services Employment and Reemployment Rights Act. (USERRA)
Coordinate with MTAHQ to ensure all agency Military Policies are being adhered to.
Coordinate the GI Bill with military members and ensure they receive the training and educational benefits afforded to them.
Must stay up to date with Federal and State Military laws and policies
Qualifications:
Qualified Supervisors must, at a minimum, have the following qualifications/requirements to be considered for appointment :
• Must be a Sergeant or Lieutenant at the time of appointment.
• Must have five ( 5 ) or more years of law enforcement experience.
• Must have knowledge of MTAPD Sick Leave Policy and Leave Monitoring Policy
• Working knowledge of Family and Medical Leave Act (FMLA)
• Working knowledge of Health Insurance Portability and Accountability Act (HIPAA)
• Working knowledge of Occupational Safety and Health Administration (OSHA) guidelines
• Experience in occupational health, medical case management, or workplace absence management preferred but not required.
• Working knowledge of MTA All Agency Military Policies and Procedures.
• Working knowledge of the Uniformed Services Employment and Reemployment Rights Act (USERRA) is preferred but not required.
• Working knowledge of the G.I. Bill preferred but not required.
• Proficiency in preparing and presenting reports.
• Strong communication and interpersonal skills to work with officers, Human Resources, and MTA Occupational Health Services.
• Highly organized with proficiency in Microsoft Office
• Confidentiality and discretion when handling medical records and employee information.
• Candidates who have substantiated discipline/suspension or who have a documented history of lateness or absenteeism not related to sickness or work injury may be removed from the interview consideration or consideration from the position.
